Who was the greatest Hokage?

I think it'll always be Minato. Since he managed to save tbe village and people from the nine tails and the shinobi alliance during the war. What is your opinion?

Naruto ofc, he saved the village during pein's invasion and saved the world and brought peace to the entire world. Saved (spared) Sasuke as well.

Tobirama. He gave the Uchihas an office they would be proud to run. The police force. He was responsible for enforcing all of the laws around the village. That's crucial in the developing era. Being from the clan that was predominaly strong during the warring states era he understood how the other clans operate.

He understood the Uchiha's feelings and what threats they could pose. He kept Madara's body hidden safely. He did the dirty work to keep the village safe during the Second Shinobi World War.

I like Hokages who do shit for the village. Tobirama expanded Hashirama's plain ideal of just a village. He set the rules and that's what I found most important. He leads by example and plays with people's feelings. A fierce competior willing to do anything for the village. Danzo copied his ideals but Tobirama wasn't a coward unlike Danzo.

He was a very shrewd man indeed.
