Nope. Hago shouldn't know genjutsu unless he casted on somebody but that would go against everything he stand for. Kaguya came from another planet that was constantly at war. So it ain't a theory that she wasn't knowledgeful of ninjutsu's existence. It probably was called something else back on her home planet.

The first part is from the anime, and right after that Hago says he doesn't need hand seals
to use jutsu cause he inherited his mother's power directly.

i can at least agree on the overall premise. The tools he made, the statement that was made about Kaguya being the only character who wielded ninjutsu before Indra mainstreamed it, and Hagoromo's distaste for ninjutsu all insinuated that he was more a priest than a warrior.
