And Madara was OP AF but he got outsmarted by Zetsu.

And Kaguya was strong but she was countered completely by DMS Kakashi, and she was really dumb.

Obito: Didn't have Kakashi's eye until Kaguya was revived, and his body was giving out at that point. Couldn't afford to waste his remaining energy on a "sniping rampage".

Madara: He didn't want to kill everyone, since his goal was Tsuki no Me. The only real targets left were RSBM Naruto and RG Sasuke... not a duo that can be killed that easily.

Kaguya: Not at full power, and had at peak to deal with RSBM Naruto, RG Sasuke and DMS Kakashi. The latter alone was enough to put her on the back foot, so she didn't really stand a chance after that.

Sasuke: Maintaining a genjutsu on all nine Biju must be pretty taxing, so it's no wonder his chakra was going to hit low and force him into H2H. Still, the fight ended a draw.

Actually, Everybody in the shinobi world are villain in one way or another.

All Rikudou-enhanced characters are so OP that Kishi has to make them look clumsy (or conveniently has them forget about powers) to allow the fights to actually happen. It's the same reason that Sasuke will never teleport a sword into someone's head, or why Naruto can only blitz at very rare occasions; those would be boring ways for a fight to end.

Honestly, Madara seemed far stronger prior to becoming Juubi Jin, because he constantly pulled out new powers, and all of his techniques seemed massive. After becoming Juubi Jin, Madara mostly stuck to throwing his balls at people, or hitting them with his shaft, and it just didn't have the same impact.

Obito synced with kaguya's dimension
Sasuke amotejakra, chibaku tensei
Tobi gedo mazou and izanagi

I think rikudou chakra characters are fine. Except for the six path hermit people.
