We know Uchiha are naturally passionate and overly emotional, according Tobirama.

And nearly every Uchiha we know suffers from this heightened sense of passion and eventual curse of hatred.
Sasuke, Sarada, Madara, Obito, Izuna, and other members of the Uchiha Clan during the Feudal and current eras. The only Uchiha who never fell victim to their emotions were Itachi, Shisui and Kagami.

My question is, how do Uchiha not cope better with the emotional training all shinobi in the modern era are presumed to undergo?

Uchiha were probably too arrogant to acknowledge that they had an emotional problem, much less except help from the village to control themselves. Besides, what Tobirama stated was restricted to his own private studies, so i'm sure that this information died with him, or was only passed on to a select few disciples.

I don't think the uchiha went to the academy. Weren't they mostly in-house or something?
You bring up a good point. We know Itachi and Sishui went to the academy as well as Sasuke, but why haven't we seen any other Uchiha in the acedmy pre massacre?

Is there a quota on how many Uchiha can attend the academy at one time or something?

I think the Hyuga are the same way. Hinata was to receive training straight from her father, but we too weak. So he sent her to the Academy. Neji was a branch member and he likely had to go to the Academy as well. We know Hanabi never went to the Academy. I think when you're a reputable clan, you can choose not to attend a school. You likely won't get jobs or pay though. The Leaf Shinobi system seems like a red tape bureaucracy when it comes to missions and assignments.
