At the moment, it's pretty much only other admirals, Yonkou, Ex Admirals and Garp, and possibly Dragon.

Yonkous, Garp, Sengoku, Tsuru, Chief Kong, and Dragon. New admirals are a bit weaker than the original so characters that can beat them with the highest difficulty is Benn Beckmen, Marco, Kuma(no restrictions), and Sabo

Currently, the only characters who i could see winning against an admiral are Yonkou, other Admirals, Ex Admirals, Dragon and Garp. Possibly Mihawk, and slim chance of Weevil being strong enough as well.
