What truly makes Shikamaru such a Genius, is that he had this entire plan out from the start. Every movement she had, every tactic he played, every thing was all according to his overall plan. Narutos team. he can do 1 and 2 considering he has clones and he can use kuramas chakra to protect the people while fighting the threat simultaneously. shikamaru can do 2 and and 3 is basically made for him in the same manner as his old man. so yeah team 2 would handle it better. but let me see what sasukes team can do in that situation

i dont see sasuke doing this, he is more the frontline fighter and with his power he would definitely be on the battlefield. so perhaps temari, she is assitant to the kazekage like shikamaru is to naruto.
Temari can do this possibly as she was in a command of a unit in the war, against the 3rd raikage she was directing the fuuton users and such so she can strtegize with the abilities of others. shes smart. plus sasuke is a strategist himself so they can combine heads and come up with solutions.

Team Sasuke easily. Sasuke possess the manpower(kagebunshin) and space/time to help majority at once, along with the byakugou princess and her medical skills, gentle heart, and percise chakra control.

While no one has given her any credit, she has the most experience with diplomacy and public relations for a body of people, not only from her current title as Hokage's wife, but from her being an heir to her clan since a young age, which is also the village's current oldest and strongest clan still alive. She knew what it was like to be in a representative role for her people and how to navigate the politics behind the scenes before any of the other ninja you mentioned, which shouldn't be underestimated.
Though people like Shikamaru are more qualified for things such as war strategy, and Naruto being better suited for protection, she's actually the most qualified and experienced with being the representation of government and all that entails. After all, a president is more than just a commander and chief.
Naruto probably wouldn't have gained the chops to handle the true aspects of being Hokage if it weren't for Hinata lowkey. So I'd have Naruto as the protector, Hinata as the conductor of policy and public relations, and Shikamaru as the strategist. And with the three of them working cooperatively, literally every aspect of the job is covered and then some
Adding Shikamaru to any team makes it too easy. It's definitely the team with Shikamaru on it, Shikamaru takes care of 2 and 3, Naruto (or any other strong guy) takes care of 1.

So Sakura cannot strategize or protect anyone? Her entire role as a shinobi its sto do those exact things and having a Katsuyu (a defensive summon) qualifies even more. As far as Temari goes; she's already a forgin diplomat for political reasons so I don't see why you thing she could hold down a political postion.
