Who would govern/protect better? Sasuke (Sakura+) or Naruto (Hinata+)?

If hypothetically put in charge to govern/protect the entire NV in a time of war, would a better job?

Keep in mind that they each must contribute too:

1. keeping civilians safe from harm or injury.
2. conducting policy, actions, and affairs of the NV and its people.
3. Coordinating an army (strategies).

Pick one: Sasuke, Sakura & Temari

Pick two: Naruto, Hinata & Shikamaru

This is simply a Hypothetical and please keep the bashing.

Adding Shikamaru to any team makes it too easy. It's definitely the team with Shikamaru on it, Shikamaru takes care of 2 and 3, Naruto (or any other strong guy) takes care of 1.

Team Naruto easily. Naruto possess the manpower(kagebunshin) to help majority at once, along with the byakugan princess and her medical skills, gentle heart, and hamura's chakra.

Shikamaru is the einstein of NV, he can micromanage NaruHina and be the greatest advisor ever.

Uh, I don't really know... I would think that both teams might work accordingly. For instance if I were to go through Naruto's team with the questions you asked:

1. Keeping Civilians safe from harm or injury. Like in the Boruto Movie, or in the War Arc, Naruto handing out his Kyuubi chakra can not only keep the civilians safe (as it protected them from Momoshiki's elemental techniques) but also provide minimal healing if needed. Not to mention thanks to the Kyuubi's (and his own) chakra he can spread thousands of clones around the Village to do quadruple the work, if you catch my drift.

2. I don't really understand what this has to do with war though. None of this actually seems to be important during War Time, unless I'm mistaken. Shikamaru would fair better somewhere else, and Naruto would obviously be on the front lines. So I'll give the useless job to the person who can neither do 1 or 3 (Hinata).

3. Obviously Shikamaru has this in the bag with no real explanation needed. Honestly I feel as if he could do #2 as well.

Sasuke/Sakura because Hinata isn't useful to Konoha.

Sasuke = ROOT leader and also has the power to keep the 5 villages from attempting to start a war

Sakura = Tsunade's successor and will be he head of medical ninja

Obviously. Don't get me wrong, sasuke is very smart but people like shikamaru and kakashi are true geniuses.

If it's equL role, Sasuke's team could win this but I'm not sure if Temari is good at strategies or diplomacy.

Yes. Sadly before someone tries to say otherwise, Sasuke is an intelligent person, no doubt. But his intelligence doesn't stem from knowledge in the same way Shikamaru is considered a genius.

The guy can create up to hundred (or more) battle situations in his head in a matter of seconds. That's a feat not most can accomplish, let alone in that short amount of time.

Naruto by a landslide. Sasuke is an excellent leader in his own right but he doesn't have the warm heart to capture other people's hearts like Naruto has.

Well she has her byakugan She can assist with information gathering, Locating injured/dying or an enemy invader and could help shikamaru with his strategies due her her superior vision and relay intel to him and such i guess.
