Shika is smartest and he said Choji was the strongest physically that was early but still.

Choji should be put higher than neji , tho neji would would surely win a fight if he was sent to assassinate choji or vice-versa , Choji imo can be deemed as more powerful overal due to his BM and abilities similarly to kidomaru bein stronger than neji in p1 but still ended up losing the fight due to other factors.

Neji would only be legit stronger if he had Wall Palm.

How is shikamru stronger than neji when his abilities literally hard counters his? and how is choji weaker than them both when shikamaru himself views choji as much stronger than himself , choji also hard counters shika's abilities.

Not quite, Choji even in BM can't kill Neji simply due to Jyuken and the fact that it breaks anything to do with chakra. If Choji just assualts him by rolling into a ball after using his Expansion jutsu, Neji has Kaiten. His Hyuga CQC is good. Neji will kill him 10/10 times.

Choji imo can be deemed as more powerful overal due to his BM and abilities similarly to kidomaru bein stronger than neji in p1 but still ended up losing the fight due to other factors.

Neji can counter Choji's BM. Neji's Jyuken destroys anything made of chakra. His potential with his Byakugan is just not shown due to the Hyuga being irrlevant characters in Part 2.

You mean the Eighty Trigrams Vaccum Palm? Yes he has this, but it isn't the only thing that makes him stronger. Neji has a lot of ways to repel Choji's explosive attacks.
