Hamura was likely above any of the Uchiha including Indra mostly because he had Rikudou Senjutsu. Him having the Byakugan isn't the main reason because we all know the Hyugas are weaker than the Uchihas. It's the fact that he inherited more powerful chakras from Kaguya that when used, in conjunction with the Byakugan is what makes him far above even Indra.

People overrate Hagoromo and Hamura. From what we know, they (may) have the Six Paths Sage Mode and a Rinnegan/Byakugan. That's all. As for techniques, they may have some basic stuff relating to their eyes and Sage Mode, but as told in the story, they didn't like the idea of ninjutsu and never practiced it. Just because they fought the ten-tails (not Kaguya herself), doesn't mean they must be as strong as a host or something.

Considering that, Hamura would still defeat the average Uchiha of course, but he'd probably be roughly equal to someone with a Perfect Susano'o.

TSB couldn't be taken lightly as it have Yin-Yang release that can nullify any Ninjutsu,

If we go further on Hamura, his Tenseigan is canon material and when someone like Toneri can used it power to slice a moon, imagine what Hamura can do with his Chakra reserve.

Even Naruto experienced a difficulty to defeat Toneri and many times Toneri had an upper hand.

PS can cut a meteor but Tenseigan jutsu can cut a moon. They're not overrated.

Only Shinobi that can fought with Juubi alone is probably Hashirama, the primordial Juubi

Hamura was shown on an equal ground as Hagoromo, which massively shits on the Uchiha and Senju names. Hamura and Hagoromo are most likely equal (Hagoromo should still be overall stronger) before and after their Tenesigan/juubi upgrades.

They may be able to produce basic nature attacks, but that's not going to really add to how strong they are. I'm also not counting the Tenseigan here because it was never shown in the manga, even if it is "canon". The fact that I put them on the level with an Uchiha with Perfect Susano'o, which is where Hashirama is as well (and you say he can fend the ten-tails off yourself), means that my judgement in their placement is rather correct.

By the way, even if we counted the Tenseigan, Golden Wheel Reincarnation Explosion is only good for it's range, as it's best feat is breaking rock. We've already seen it blocked by condensed chakra in the form of a fist (not saying that everyone could do that though). If Naruto attempted that against a Perfect Susano'o swing we already know what would happen.

Why did he not say a power close to Hamuras? simple, Hamura's power wasn't on Hagoromo's level.

No, because Hagoromo's Power is entirely different from Hamura's. He couldn't obtain Hamura's Power, so he did so by obtaining the Juubi and Rinnegan which was more realistic. To be honest though, Hamura wasn't as relevant as Hagoromo was, so Madara looked towards the next best thing compared to Kaguya which was Hagoromo. It's illogical for him to aim for a power of a being that he has no knowledge of at all. It also seemed as if Black Zetsu viewed Hagoromo's Rinnegan as more useful and obtainable considering Transmigrants already have a component of Hagoromo's Chakra, so trying to get close to Hagoromo's power instead of Hamura's makes sense.

In all actuality, Madara did literally obtain part of Hamura's Power through the Juubi as both possessed Rikudou Senjutsu.

Both Hamura and Hagoromo paralleled Naruto and Sasuke who were equals, so it's difficult to believe there's a large gap between them.

Madara wasn't retaliating fully and Naruto and Sasuke didn't have a mere "portion" of Hagoromo's power. Sasuke had a full-blown Rinnegan and Naruto had a full-blown Six Paths Sage Mode. They even had powers Hagoromo didn't.

The only thing Non-Host Hagoromo has over DRSM Madara is the Six Paths Sage Mode, which should be made up with the latter's Perfect Susano'o and Wood-Style. The difference isn't that big. There's also no power difference between Rinnegan. That depends on how much chakra an individual puts into a technique.

Once again, no point in creating walls of text, but I would like some valid reasons for why the difference would be so great. So far the only one is chakra quantity.
