I think part of why people disliked Konan is that she lacked depth because she really had no motives at all besides supporting Nagato in whatever he believed in. In that sense, she was just blindly following people that Nagato believed in and I think the same case could be made for Jugo that he simply blindly follows Sasuke because Kimimaro risked his life solely for Sasuke. He just blindly followed Sasuke like Konan did with Nagato or like Karin did with Sasuke.

I personally don't mind Jugo, but I'm not necessarily fond of him because he has no motives and his entire fighting style just wasn't fleshed out. We've hardly seen him fight at all and the only time we've seen him at his best was only in one battle. It's difficult for me to say that I genuinely like him.
