Hamura only became close to Hagoromo's power when he acquired the Tenseigan before that he wasn't remotely on equal grounds. Its the same story line as indra and Ashura, Naruto and Sasuke except, unlike Ashura and Naruto Hamura didn't have any power source to leech from except the byakugan
