I made a similar argument recently. The truth is, Kishi openly admitted he was rushed into finishing the manga on chapter 700 so it's certain he couldn't include everything. Now while this is true, we can't say for certain he wrote, oversaw or even consulted with the anime team on these additions. We simply can't know for certain and considering the inconsistencies these fillers create, we can't take them as absolute fact.
