What about the Deva Path? It's nearly undetectable, since it's just one person, and it can spam Nukes easily. With the Animal path to immediately get it out of any destroyed cities, it should be able to win.

In any fair fight, he's hopelessly outgunned, but if he just walks into a crowded city he can nuke it without being detected.

If Nagato is placed in a strategic location his soul eater could take out an entire country. He's shinobi so he not going to go heads up if his enemy has far greater numbers.

It doesn't remove chakra, it removes souls to which chakra is attached. And everyone has physical energy and spiritual energy which is what chakra is made of.
