Madara or Sasuke....Sasuke fought MS Itachi with just 3T although Itachi would have stomped him if he was serious. And Madara was able to fight Hashirama with 3T untill he awakened MS. we don't know what Kakashi would have done with 2 sharingans but with single sharingan what he did was a normal thing, though his shringan handling was admirable.

But Kakashi is second since he is known as the copy ninja and no other Sharingan user could do that.
