Not really a Gedo Mazo considering he doesn't have all of the Bijuu within his body, he's simply only a vessel for Kurama, but you're correct, he has access to all of their abilities which is fair, since that's an ability generally associated with RSM. Only reason he didn't obtain it because he obtained it through a different method.

Uzumaki inherited the Gedo traits, as a transmigrant Naruto's body was basically the equivalent of a Gedo hence why he didn't need the statue to awaken Six Path Senjutsu.
