His Susanoo will be always in scale equal to Naruto :|
So Sasuke's Susanoo being small is thanks to Kishimoto choosing symbolism over accuracy

I think that Madara's PS was just drawn too large when it was introduced. I always assumed that PS was meant to be an Uchiha counterpart to Bijuu Mode. When PS was first introduced, Kishi had only drawn Bijuu Mode once (in a fight against other Bijuu), so its scale relative to other Shinobi wasn't as well-established.

Anyway, Kakashi's PS was drawn to match Sasuke's in size. It's only Madara's that appears to be exceptional (if it truly isn't a scale issue).

I don't think Kishi intended to give Rinnegan Sasuke a weaker Susano'o than EMS Madara, so I'd say that Kishi just screwed up the scale. It happens.

It isn't smaller, at least, his Six Paths Enhanced Susano'o isn't smaller than Madara's. It might actually be even bigger considering how large it was compared to Madara's gigantic CTs or how it is equal in size to Naruto's Full Kurama Six Paths enhanced Avatar (Half Kurama was smaller than Full Kurama, but Half Kurama + Six Paths Chakra is a lot larger, and Full Kurama + Six Paths Chakra should be even bigger). Sasuke's has even actually been drawn in a similar view to Madara's at times, but people seem to look even smaller up against it then they did with Madara's.

Because it wasn't PS. PS has wings, is the size of full Kurama and can destroy mountains, neither of these feats were performed by Sasuke until he go Rinnegan.

His PS is smaller due to his lack of mastery over Susano'o and his Chakra Potency/Quality being weaker.

PS isn't a set size at all as it depends on the user's chakra which changes over time.

What do you mean by smaller? Sasuke's PS never fought against Madara's PS (except in Storm 4 game, where Sasuke's was smaller) and there is no picture to compare them in size. And Kishimoto always has drawed many things out of their supposed range.

His Susano'o was PS. :| PS is PS if he never had PS till Rinnegan then Madara never had PS till Rinnegan since he also showed a standing PS with Rinnegan. :|

I still don't think that was PS, it was more like a pre-mature PS. Sasuke had a similar avatar to Madara because he was Indra's transmigrant like Naruto having a similar influence over Mokuton as Hashirama because he's Ashura's transmigrant.

It was a sign his chakra was the same as Madara's like Naruto's being the same as Hashirama but I don't think he would have unlocked PS without Rikudou chakra because mastery over Susanoo was technically Madara's ability.

PS is defined by its wings, size and power, Sauske didn't display any of those characteristics until he got Rikudou chakra even though his EMS chakra was already on par with Madara's.
