Tbh Sasuke was too bland character in those cases since there is no scene/panel after that moment to describe the depth of it.
If it was his thought instead of saying it out / or after he saying it, we get a panel describe he felt he was truly wrong... then maybe i will like his character more.

Yeah he did, and I think he was messing around. He had never set sights to become Hokage at all costs like Naruto had. He also knew that Naruto wanted to be Hokage. His ideals when he talked about getting rid of the past to resurrect the village was blasphemy.

What he really wanted to be was an explorer who took his time in analyzing things and he wanted to give the commands from the shadows and not be a Hoage's lapdog.
