Please, Sanji at least does something out of the ordinary every arc where other SH's tend to fulfill their usual roll. Sanji sacrificed and sabotaged on Ark Maxim, He became Mr. Prince in Alabasta, he opened the gates of justice in Ennies Lobby, led the marines in Punk Hazard and took charge on Zou.
He might not have the most dramatic backstory because Zeff was more of the star in that story, but the coming year will more the enough add to the character development. At least Brook is in the right spot, I have no clue why he is still aboard.
He is the least predictable crew member and just runs of to make a plot twist later on. That is why I don't get why Chopper is so high on your list. He wanted to become the world's best doctor to save his friends. Yet since the TS he wasn't able to save Luffy on his own, on Punk Hazard he needed law to save the children and in the latest chapter Luffy got saved by Reiju. Let's not even get started by his fighting record, he has almost no development since the timeskip whatsover.

Chopper's development is a lot like Robin's. The development they've had lie outside of their dreams or battle prowess and more in self-acceptance. In Enie's Lobby, Robin developed to wanting to live, and Chopper developed to embrace his status as a monster and, instead of running from it or being ashamed, he turned it into a strength to use to help his friends. I think that's pretty damn good development.

Not only was he changed physically to sell merchandise, he literally turned into a little ***** who only knows how to run away or act cute. Again to boost his cuteness only.
This was the same guy who took down a priest back in Skypeia.

He wasn't running away or acting "cute" when he repeatedly told Caesar to help him on Zou..
And honestly, how did Oda sell out? It's his manga and his character.. he can do as he pleases.. it's hardly him selling out. It's actually genius of him the way he created Chopper.. since he made a character that can constantly change between designs. The main design is something that many fans love, but that same little reindeer can turn into this giant monster. When Chopper is in that giant monster form, is Oda selling out?

Funny how you ignored Chopper's aggression towards Caesar throughout Zou and his conviction towards healing others, which remains as intact as other.
You're entire problem with Chopper is his design is made to sell toys, and that's why his character development is bad, and you expect anyone to take you seriously. Please.
