Hagoromo had the same Rinnegan as Madara and nothing else. The only other eye he could have awakened was RinneSharingan after becoming the Juubi's Jinchuuriki but he had a seal to prevent him from unlocking the dojutsu.

Hagoromo never had the Sharingan's powers, so he never had the Tomoes in the Rinnegan in the first place. It's not that hard to comprehend. The only difference is is that his Rinnegan is apparently a Kekkei Mora, but it lacks the Sharingan's abilities which separates himself from Kaguya who does.

According to the Databook both Hagoromo and Kaguya's Rinnegan are classified as Kekkei Mora, while all others are classified as Kekkei Genkai.

I think they're classified KKM because having DNA is not enough, Indra has the genes for Rinnegan but still requires Ashura's chakra/dna to unlock it while the Juubi and Rinnegan are required to unlock the RinneSharingan, two separate powers are needed to unlock the dojutsu hence why it's considered to be above bloodline limit.
