Madara didn't have toad SM and still unlocked RSM so your claim is invalid. NE + Kaguya/Juubi chakra = RSM it's simple as that. Hagormo would have still unlocked RSM if he learned DSM or SMS because all he needed was to absorb NE.

Becoming JuubiJin grants you Kaguya's chakra + NE which is what Hagoromo had. As I said before, all he needed was NE to unlock Six Path Senjutsu and any version of SM would have given him that power.
