In Boruto the movie Shikamaru shadow binding jutsu restrained Momoshiki for a moment until he used his Advanced preta path eye so does this mean that Shikamaru is top tier? I mean the guy is the hokage's right hand man he has to be powerful but not godlike I would put him as the strongest right under guy and lees 8 gates but i feel like he can really solo just about anyone with shadown strangle jutsu

Shikamaru has always been Low Key Top Tier.

No one gives him credit. Just because he doesn't blow up planets and make earth busting craters doesnt mean he is weak.

Especially after defeating Hidan and Kakuzu which even Yamato, Kakashi, Asuma, Naruto, and countless others struggled to do.

I think he is very underrated. ;]

Even with Intel he needs time to prepare. In all his fights he needed prep time to beat his enemies. And his shadow binding only last like 5 minutes or he'll run out of chakra.

Doesn't matter against opponents of that level. As long as he's not getting blitzed he's fine. 5 mins is more than enough time. He needs 10 seconds and its GG.

All k11 would beat him though. Only Ino and tenten(without sage tools)at best loses to him. Butterfly mode choji wins. Cerberus Kiba wins. Sakura wins, Hinata possibly, shino would win, Lee wins. If Shikamaru had prep time to make strategies for each one of them then he might be able to pull it off.
