Did Sasuke commit a crime before he left the Leaf Village? I think not. Police mind their own business and when the criminal violates a law then they go chasing after them. Naruto's hobby was chasing after Sasuke's D.

If Sasuke was doing things in his own accord without pissing off the Hokage then, the dude should back off.
