I think she can take Yaguri and Chojuro. They barely have feats. BTW, you left out a sh!t load of Kage.

EDIT: Yaguri isn't even a person in Naruto. Ill assume you meant Yagura, who she can't beat. I thought Yaguri was Kurotsuchi, i think she can beat her.

Kakashi is the only Kage she can actually beat 10/10. *tears*
Hiruzen is a stalemate or a win to Sakura, sense Hiruzen can only take her out with Shiki Fuujin.
Gaara and 4th Kazekage are a close matchup.
Tsunade is a toss of coin.
Mei is hard to tell, would require a separate debate.

All the other Kages beat her.

Sakura can't beat any of the Hokages bar Kakashi and Tsunade, she also can't beat Gaara, Ay, and Oonoki.
