Based on feats, looks like Hien does. Rock > "Flesh"?

Not just flesh but bones too. Bones are much harder than rocks.

Then I'm going with around equal, since it's reasonable to assume Asuma's blades are steel, and the whole point of Hien is to increase the cutting power of the blades xD

Steel blade cant cut through other steel blades.

Right, but steel is a little under the hardness of bone. So Asuma should be able to accomplish the same feat as masked dude with Hien's added cutting power.

Well yeah, that's the implication of what I said; Hien increases his cutting power, the cutting power being increased is that of steel. IIRC steel is like a 4.5 on Moh's Hardness scale and bone is something like a 5. I knew of this feat but didn't remember where it happened. :( War Arc is annoying to navigate.

An objection, though, is that blades might split not due to being cut, but due to the impact breaking them. I think it's slightly unclear what happened there.

asuma & danzo have the highest base cutting power.
thats the whole point of their advantage, in having a blade to augment the element

The blade doesn't augment the element. The element is augmenting the blade.
