While it is true that Majestic Attire: Susano'o cannot be proven to mean they can use Perfect Susano'o (simply because they look similar does not mean they are the same), the Databook specifically states Perfect Susano'o to be a Mangekyou Sharingan technique. We should already know that Madara could use it in his first life anyway since he knew he had it before he used it against the Kage.

There is no confirmation or definitive proof on whether it is Perfect Susano'o covering an entity or Susano'o covering an entity that takes a shape similar to Perfect Susano'o, thus meaning for you to decide one side is correct simply because they look similar means you are assuming it is correct.
