Plus as stated above, if we follow the whole twin bro parallels, we can safely say that Hagoromo was born with them (Rinnegan) while Hamura had to mature his (Tenseigan).

In the manga it was said that he AWAKENED IT. He wasn't born with it...

Exactly. It doesn't even make sense for Hagoromo to have Byakugan when none of his descendants have it. The fact that his son was born with sharingan eyes and not Byakugan says it all.
