Deva indeed grants one that ability to levitate..
but Levitating doesn't necessarily mean flying.. it just talks about being able to float in air.. like Deva Pain did when he destroyed Konoha; just rise in air defying gravity
Flying is a lot more complicated.. Leviting and controlling your movement in every direction like RSM Naruto does

To actually fly is beyond the abilities of Deva Path.. that's why:
1. Sasuke uses Susan'no to fly
2. Deva Pain hopped on tress when he was retreating
3. Nagato never levitated when his legs got burnt

Because being a floating cripple isn't effective in battle, and using corpses allowed him to be unaffected by his lack of mobility.

I thought you were talking about Nagato during the Konoha invasion lol. But flying in Edo form wouldn't have changed a thing, in fact it would have made him an easier target.
