He was testing it for the scientist guy. Plus he did put a jutsu scroll back into it to show his team how it worked. He has skill. The Kote is just another ninja tool like any other. Think of it as a scroll carrying case. It's no different than Tenten's method of weapons scroll just less to carry around and easier to deploy without draining your chakra.
