But their common method of doing that is by controlling the bijuus and use their powers for it. Like Pain here wanted to use a super Gedo weapon to destroy entire lands instantly.

Sasuke also agreed to use bijuu power but never really specified he'd end up using.
Still ends it always end up putting bijuus in chibaku tensei to reach that goal.Poor bijuus.

Both Rinnegan users believe that they can control the world with all nine bijuus in order to bring peace. It's a brute force method but eventually they would have people revolting against them that way. And well quit frankly I like this method quit better than the other plans people came up with. I'd love to see people put up a fight only to have them in the end get complete obliterated by a country/continental destroying weapon. Besides Naruto who has this bijuu connection, I don't see anybody standing any chance against Pain or Sasuke if their plan came true.

He wants to control things like Pain but he'll be hokage instead. He wants no wars and unnecessary sacrifices like itachi made. That's his method of peace. He'd use the powers of the bijuu to whip out all the imperfections then he'll find some way to kill the bijuus so that no one will fight for power anymore.
