If Nine tails is restricted then both are at the same power level I think. I mean both are fodder compared to Neji, but if I remember correctly, Hinata was going toe to toe with Neji for quite some time in the beginning

I mean he didnt use rotation but then again he never had a reason and Hinata knows about 64 palms and Neji knows she knows so he didnt attempt it but also more importantly even if Neji was not holding back do Hinata train? I know Naruto is her motivation but if she rarely trains and is nearly equal to Neji in taijutsu then thats impressive that would put her over base Rock Lee and Sasuke at that time

I don't think Neji was holding back. They were fighting as equals, till that hit in chest happened

She was weakened after that and she slowly began to lose.

About taijutsu, maybe I used wrong word. I didn't mean taijutsu in general, but basic taijutsu like Naruto's. Lee and Sasuke were obviously on higher level in taijutsu than Naruto, who were mostly relying on clones to cover that weakness.

About training, if I remember correctly, she was first training with her little sister and Neji as a kids. After chunin exam when she made up with Neji, she decided to get stronger and Neji agreed to help her and they were training together again.
