On the other hand Sasuke PS should become massive as well just like Madara's.

Any Susano'o can use 4 arms Sasuke used 3/4 of them before. Itachi used all 4. Just because he don't use it continuously doesn't mean anything. That's like saying because Madara can't whip out a winged Susano'o says it all.
