I see a lot of Kawai threads after the Bolt manga but I feel people are glancing over an important part of that manga. The game guy who made the justu bracelet. In the manga at that instrument it said "You don't need chakra" or something like that. Kawaki is using this device to destroy the Ninja way of life.
