I have just read up the new author's mind, this is so simple and easy to fool readers.

In future, Naruto realise that the old system is not working. He and five nation decide to move on into big city life and abbadon the village behind. This is why we are seeing new modern city behind the village.

Konoha is now an abbadoned place in the future. But Boruto has not given up the life of a ninja yet, so he is trying to make up a new ninja system in the fallen Konoha.

Naruto send Kawaki back to the village to take back his son. This is why Kawaki said sending Boruto to where the 7th is...

Dude, Boruto looks like 17 and that is a very long time from the movie.
Konoha could have been moving to another place and having a normal life instead of ninja life before. Since that is peace after all ? right ?
As long as ninja is fighting, there wont be any peace, so Naruto sees this and adapt the village to new life style.

Even Kawaki said that the era is ending, he is just trying to take back Boruto back to city where Naruto and his family is staying.
