Personally, I believe Amaterasu was nerfed for plot. Imagine how many people would have been neg had Amaterasu been unnerfed? Nerferasu already good enough feats, but still..
Literally, Kishi had to make Ninjas immune to Ninjutsu because Amaterasu was so OP. Kaguya was even scared Amaterasu.
nice job of taking the translation out of context...kaguya was not scared of amaterasu at ALL...she simply thought that going to the ice dimension was a bad idea because sasuke had amaterasu to burn thru it like before.

Unfocused and focused Amaterasu would make sense, but Madara would be a counter argument to that.(Blind Madara was nothing, but plot) So, do you think like most Jutsu, Amaterasu is strengthen by how much chakra the caster use? If that would be the case, then possibly that would make sense as to why Naruto was not instaneg by Amaterasu.

I don't think so. People don't understand the difference between focus and unfocused flames. Any residual flame becomes unfocused and burns slowly. Any focused one instantly burns through. This is more evident through these examples:
Focus and unfocused Amaterasu I keep talking about is the real deal. Itachi's works the same way. Look at the frog stomach:

Only the part where Itachi "focused" the flames is burned through. The rest where the flames flew off to or were left behind are burning "slowly" as I keep repeatedly stating. This seals the deal as to "why" Karin and the Samurai were not burned, as Sasuke never focused the flames on them.

Apparently, Hachibi lost a "couple" of Tentacles to Amaterasu.
Then we have the pointless plot helping people:
-Raikage dodges behind the flame. Why? Sasuke's line of sight has taken a hit for that time only.
-Naruto tosses it away (albeit it ate through that chakra). Why? Sasuke's eye power is weakened. He can't focus.
What I meant by Amaterasu being nerfed in that fight was his usage of Amaterasu. He had golden opportunities to use it before it got to the part where his neck was broken.
@ Solo, it's also kind of embarrassing how a V1 Shroud Naruto is able to tank Amaterasu which was the same technique that got Bee in his full transformation.
It was not nerfed against bee. Thats the most powerful Amaterasu we ever saw he negged a whole bijuu and made Killer Bee have to escape snd recupperate. That was Sasukes first use it drained him. Nothing was nerfed.

Amaterasu shoots out in a split second. Only someone as fast as Raikage could dodge it. When he sidestepped it, it hit the sanurai behind him. Raikage dodged Sasukes line of sight.

You DO realize that 1) it doesn't shoot out, meaning that it isn't a projectile, it converges on the target; 2) the flame was already in front of Raikage when he side-stepped it. What did he dodge then?

He already had Enton on his rib cage. What are you talking about? Amaterasu isn't a projectile. Is was never a projectile. It has never been shown as being one.
It is chasing Itachi's eye sight. Once cast, it can be made to chase the gaze.
Itachi never shot it into the forest. It spawns within his line of sight. Because those trees were in his line of the sight, the flames spread to them as well.
Amateratsu was too OP of a concept to begin with. "An eternal black flame that can burn through most anything and never dies out"? Amateratsu was begging to be underused or nerfed.
