Don't care what anyone thinks, Minato himself isn't breaking out of a ocular genjutsu himself. He'll need someone to disrupt his chakra for him.
Tsukuyomi and KA is way out of the question.

Minato has never broken out of any genjutsu. Even those that are capable of using genjutsu to a high level aren't immune to genjutsu let alone minato who isn't skilled in the art

Shelke never disagreed. First of all, no one is immune to genjutsu, even perfect jins can get caught in it. Second of all, Itachi can cast genjutsu using the opponent's 5 senses, so Minato has no way of escaping it.

And finally, the only way to not get caught in Tsukuyomi is by not relying on your eyesight which Minato has no way of doing. Between the time he absorbs NE and activates SM he'll already be caught in genjutsu.
