2.) Can Kabuto use senjutsu? I understand he has dragon sage mode but im not sure if that counts.

3.) Jugo transfered his curse mark to Sasuke susanoo so can Naruto do the same to someone else?

When Pain invaded the leaf and Naruto used sage mode the first time I imagined Naruto SM becoming his new base form and since he perfected it as a teen I figured it would have been cool to see him take it to the next level and as a kage

2. Dragon sagemode uses senjutsu, otherwise it wouldn't be sagemode.
3. Naruto cannot transfer senjutsu chakra to anyone who cannot use his type of sagemode.

2. Sage Mode is a state activated when you balance NE with your chakra which leads to having Senjutsu, Kabuto uses senjutsu when in DSM

Yes, molding Natural Energy with your Chakra is what enables people to use Senjutsu. However, exceptions of that are Hashirama as when Madara absorbed his chakra, he only had minimal amount of Senjutsu Chakra, so he didn't need Sage Mode at the time.

Of course. It was mentioned that he had the Power of Nature which is a sign that he had Sage Mode.

Jugo could only do so to Sasuke because he was compatible with his DNA. Most would die from having the Cursed Seal due to its potent chakra and no one would be able to handle Naruto's Senjutsu other than Sasuke due to Naruto's potent chakra.

He did, he had residual senjutsu chakra but he wasn't in sage mode.

It was the same with hashirama, he wasn't in SM but he had residual senjutsu chakra which madara stole.

2nd example you presented nailed it as he gave Sai and the Rookies a BM cloak for the sole purpose of breaking through Juubito's shield which implies that he gave these individuals Senjutsu chakra.
