Itachi awakened Susano'o which is a rarity, surpassed a Sannin at the age of 13, was trained by the strongest Genjutsu user in the entire manga, and had an ocular prowess that separated him from the Average Uchiha (as SM Kabuto had stated). Itachi is nowhere close to being average, even for the Uchiha.

He's the only main Uchiha without a power up, he relies solely on his own power that he awakened. How is that not the average for an Uchiha? You can say he's not an average shinobi which is clearly different.

Dragon sage mode Kabuto said how itachi was different from rest of the uchiha clan who see through his enemies mind not in to mind literally but can read the enemy effectively.

Orochimaru stated itachi stronger than him and orochimaru is most knowledgeable person in NV and able to keep up with other two sannin without his hands and ninjutsu

Obito concluded how itachi is truly powerful

Hashirama himself said Itachi was a better shinobi not power wise but skill wise and for insight in to the shinobi world

Killer bee acknowledged Itachi as a powerful shinobi who himself is clearly stronger than raikage

Danzo who bashes every shinobi under hiruzen's reign and rarely acknowledges others praised itachi as unsung hero of konoha and how skillful itachi is in genjutsu.

Even sasuke himself acknowledged itachi was a better shinobi then himself

Itachi found the relics (yata and totsuka) that even orochimaru was unable to find

Even kakshi who is strongest jounin in leaf and hokage candidate and later became hokage concluded itachi as stronger

He is even able to keep up with KCM naruto even in his base mode

Has the most OP techniques in naruto verse (tsukuyomi unique to him and Amaterasu)

Even Black zetsu stated that itachi with his susanoo is invincible the same guy who existed and has knowledge from hagoramo's time to present and the guy who negged JJ madara and even caught minato off gaurd by stealing yin kurama in a blink of an eye like nothing so i think his conclusion is plausible.
