No specific order.
Konan: managed to comprehend Kamui and prepare a plan to kill obito. Possibly created her own aragami based jutsu and possibly a capable leader.

Chiyo:created powerful puppets and can guide up to 10 at the same time, aswell mastering a forbidden reviving technique that nobody else could do.

Tsunade: Created medical ninjutsu, the Byakugou seal, and possibly the CES techniques.

Sakura: book smart, managed to surrpass Tsunade, greatest feats are mastering Tsunade's techniques and Shizune's poison related medical jutsu as well as mastering the Byakugou which nobody other than Tsunade could, aswell as making an antidote for sasori's poison.

Ino: not much screentime but in the war arc she's capable of linking to the entire SA with her mind technique.

Temari: same as Ino's case but she's able to lead a squad of the SA in the battle against the third Raikage.

Hinata: She's the only person shown using the lion fist technique, but she suffers from the lack of screentime.

Tsunade : Top medic in NV. No need to elaborate more.

Ino : Smart! I think she using all her cells in brains. She have a lot of common sense too.

Sakura : I feel bad for my bae hinata but can't deny sakura is smarter :sniff:

Konan is not a contender, people are just picking her because she's the "cooler" character; totally childish and illogical. Tsunade would probably nab the final spot for her medical knowledge and the complex techniques she was able to create off the back of that knowledge.

All Konan ever did of note was work out that Tobi's technique had a time limit; but she was around him plenty long enough to see that.
