His MS/EMS doesn't have a cooldown only his Rinne 6tomoe has a cooldown if i'm not mistaken. After gaining EMS there should be no reason why his MS/EMS would have a cooldown period.

So he should have all MS/EMS techs at his disposal cause there is no cooldown with his Sharingan of any form.

It's not a Six Path technique either. He can use Ameno and MS abilities when his Rinnegan is uncharged, he just can't spam his jutsu or use them at full power.

People dont understand. Fully recharged rinnegan = double MS power enabled.

Two possibilities. 1. He can use MS but if he do it takes rinnegan longer to recharge or 2. He cant use MS because rinnegan used up most of his chakra so he has to save up chakra to use tomoe rinnegan and of course EMS(ms)

And yes, tomoe rinnegan has forced sasukes sharingan to turn off due to chakra taxing
