Does he summon those guys with summoning jutsu or are they like chakra crows/genjutsu crows or what? I always thought it was weird that he doesn't draw blood to pull them out, not like we'd have to see him do it every time. Just want some clarification.

Both. He can do various things with them.

He's used them as a medium for clones (such as when he fought Kabuto) in order to confuse the opponent more:

I've always gone with both.. Itachi's always got genjutsu loaded with crow(s) scoping the area while whether hes using bunshin or not since hes fast enough to produce literally w/e he needs without anyone even the reader knowing how until panels come along explaining the newest form of solo he's produced.

It's a big deal because it shows his intelligence. Itachi uses the crows for clones too because it results in confusion for the opponent (with all the birds flapping around) unlike a log that just lies on the ground.

Crows are cooler than hawks and snakes, btw.
