That was skill, not power.

Kabuto himself said he was "talentless", a reference to his lack of a special lineage. Tsunade has the blood of Senju and Uzumaki through her veins... allowing her to survive being split in half and still go on to use Kuchiyose. If pre-everything Kabuto got cut in half, he'd have been dead. At that point, one normal Rasengan was all he could tank with the aid of Shoumetsu, but even that took him to his limit.
