Except Jiraiya uses his summonings as team mates who work together with his own abilities. ET is basically summoning someone to fight for yourself while using techniques you have no knowledge on (when it comes to using it yourself).

I don't think Sasuke was talking about Boruto surpassing Naruto from a power standpoint. The very notion is laughable :|

Orochimaru however was stating that Mitsuki would surpass him from a power standpoint.

So yeah Mitsuki remaining stronger than Boruto is possible

As for what ties him to the moon? Well besides the obvious symbolism you have the fact that that is the role Mitsuki is being raised for.
