That's not what the bubble was for, fishmen can breathe underwater but DF users can't move in water. That's why Vander Decken had a bubble underwater despite being a fishman.
As for Jack, it's still a possibility he is a fishman but not only fishmen have pointy teeth see Moriah and Magellan. We still can't be sure from a single panel whether he is a fishman or not but it does seem likely. I'm just getting a little annoyed this chump won't die already. How many near death situations does he get to sneak through?

Respect for kidd who fight kaidou and didn't turn out his ally out of fear and luffy getting to know his father was cool. This chapter was awesome... Kaidou is a real beast and kidd will soon turn out to be luffy law alliance part... RA sure got out of baltigo even before BB stepped on the island!!!!
IF that was the case then why Vander decken always needed bubble on his head underwater. Fishman can't breath If they have df underwater. Jack maybe have a good lungs or its just another mystery oda had created!!
He needed a bubble to move. Fishman or not, if you're a DF user you will become paralyzed once you're in water and who ever said they can't breath under water? Neither water nor seastone stops your internal organs from working, so it's perfectly possible (and logical) that even a paralyzed DF user fishman can still breath under water. Even having a good set of lungs would be pointless if you're just sitting there with your mouth open at the bottom of the sea.
Carrot has never left Zou, meaning Enel should have visited Zou, meaning he should have met more Minks. This all is rather random and baseless. More likely Carrot has never seen such a heavy thunderstorm, while at the same time the Minks have some kind of electrical ability, which is why it has been translated in such a weird way as Carrot is not talking about either lightning nor thunder, but about electro. So she is probably seeing the connection with the Mink ability and the thunderstorm, only the latter is so powerful it scares her. Animals also by default have no love for lightning.
Jack was already injured wit his fight wit admirals and then Zunisha soloed him.
Now if I remember properly Vander Decken need a bubble to breathe underwater. Howcome Jack can breathe underwater?
His mouth definitely looks like that of a fishman. He is not just holding his breath there as his mouth is open, that dude is seriously breathing under water and who can breath under water? Fishman. And Dellinger is not an an experiment or in the least there is no reason whatsoever to assume he's one. Regular humans and fishmen can breed with each other and their offspring thus has genes of both. Dellinger has shown he can suppress his fishman characteristics, so that Jack would have not the immediate appearance of a fishman, doesn't really mean anything if he's only partially fishman. Dellinger was also talking about his fishman heritage and someone who was originally human wouldn't be formulating it in such a way.

That's why I originally didn't think much of him having sharp teeth as some people were already speculating about whether it would mean anything. However the fact the he is now paralyzed at the bottom of the sea, but rather confident that someone will pick him up eventually and with his mouth open, made me pretty convinced he is at least a hybrid.
And it's not just his teeth, its his lips that are also quite characteristic for a fishman. The way how Oda portrayed the mouth and teeth of fishman, in particular those of the shark-species, and characters like Magellan and Moria is a bit different. It's difficult to explain, but if you start checking pictures of all of them, you can see there's a subtle difference.

In the case of Moria and Magellan there were reasons to give them a frightening appearance, but for Jack it really doesn't fit him. He has the whole mammoth theme and mammoths don't have such pointy teeth, so it's severely out of place. It really does not suit him, it's just plain weird. The reason why he was wearing that metal gear on his face was probably to hide the fact that he's (partially) fishman. I wouldn't be surprised if that's the reasons for those horns likewise.

Yeah, on second thought it makes more sense that Electro is what they call that electrical ability. When I saw "Electro" it made me think of the Spider-Man villain so I thought "person" over "oh yeah she had those lightning claws."

I'm with you it is highly likely he's part fishman similar to Dellinger but to play devils advocate a bit didn't a very weak(in comparison) pre skip Luffy stay alive under water against Arlong for 20-30 minutes or somethign like that? I can't find any mention of time now but I thought I remembered them saying how long he had been under. Anyway Jack is about 14 times the size of Luffy(or so he looks) and he was shown to have good endurance so if Luffy could last that long Jack in co ordinance with the manga could theoretically be under water for hours no problem and we don't really know how long he's been under(or I don't at least)

Well...you can't drown if your head isn't in the water xd Luffy had body but head outside the water or you are implying on situation where he was in water with his head in? Where 20-30 mins is just unreal.

They used Luffy's elasticity to pull his head out of the water while his body was under.
Also being bigger and having bigger lungs means more capacity ? So giants in the One Piece world can hold their breath for days ?
Maybe you should take into account that everything on Jack is bigger and that he also needs more oxygen to keep everything working. Your theory would only be 'plausible' if you would put Jack's lungs into Luffy.

Well as said Luffy's head was pulled out of the water after a while and they used CPR. Without any time indicators, saying how much time has passed is essentially guessing as flow of time is different within the story than how we perceive the story. It might have been 10 minutes, it might have been an hour. Also 20-30m is still doable considering we're talking here about a fictional world, but Jack is seriously not going to spend just 20 minutes. Days is more likely.
And I just came to the realization that the size of your lungs don't really matter much. It's the size compared to your body that matters as the larger your body, the more oxygen you will need to keep it functioning. Jack's lungs are larger than Luffy's, but so is his body, so comparatively seen if the ratio between lungs/body is the same, they can keep their breath for the same amount of time.
More importantly Luffy tried to hold his breath in, Jack isn't even trying.

I was wondering, do you think the storm is the after affect of Dragon's rage or powers while possibly battling BB's crew
or do you think that the fire was set up so that the discussion could change from Dragon and BB as Oda doesn't want to reveal everything to the reader yet and the storm was a quick solution to put the fire out without wasting too much time?

I meant the time he was under water before Sanji could pull his head out. They all had to finish their fights before they could get to him. For some reason I'm remembering it being like 20-30 minutes but that may just be me projecting I can't remember if it was said or not.

As I say to loj, I'm referring to the period before Sanji pulls his head out of the water.
Also being bigger and having bigger lungs means more capacity? Of course it does. I'm not Oda so I can't say how long but longer than Luffy, undoubtedly. Why would you think otherwise?

If you have a 2 inch balloon with 1 pound on it and a 10 inch balloon with 5 pounds on it, the 2 inch will be out of air before the 10 inch despite them both deflating at the same rate. You are right about that, they would deflate at the same rate, and that's only if the body weight to lung size is the same between Luffy and Jack, but Jack's being a bigger storage would have more to drain and thus last longer.
We got one panel how much emotion do you expect to be displayed in one panel compared to an entire segment? And Why would Jack be showing signs of trying already, how long's he been in the water hours at best. A real human set the record at 22 minutes, this is fiction where few real world physics apply, people can't fight 5 days straight no rest but if Oda's giving characters that level of stamina why would it be unreasonable to assume he'd give a character of massive size the ability to hold their breath for insane amounts of time?

I think it's to show the SH's are close to Whole Cake Island. It was "snowing" there with Sanji and we learned it cotton candy snow. Chopper loves cotton candy. Luffy wasted all the food cotton candy is edible. They need to find Sanji and both happen to be in snowy areas. That storm was a sign they're close to Sanji, how close is anyone's guess.

The SH's seeing snow.. (MOST likely the same cotton candy snow Sanji saw) means they may be getting very close to BM's Whole Cake island.. (And that might just be what they eat so they don't starve.. lol xd) OR they will be so hungry when they crash the tea party, that instead of fighting anyone, they just immediately start pigging out on food, and everybody looks at them in shock.. BM looking furious due to all the disrespect.. lol talk about a Luffy/SH type of entrance right there..
Jack is definitely a fishman guys.. (this is probably the exact reason why Oda showed his pointy teeth when Zunisha attacked him... so that people could theorize on how he can survive..) So now he's just a hammer who can breathe under water waiting to be rescued..
I have a feeling that Kaido might send Kidd to attack Law/Luffy.. like maybe say "I'll grant you your freedom if you can bring me their heads" or something like that.. which will either lead to Law/Luffy vs Kidd (And maybe someone else) OR Kidd saying "f*ck Kaido. This is my chance to get revenge" and teaming up with Law/Luffy.. either way I'm hyped af..
Plus.. I feel like this is another addition to the confirmation of Shanks having an entire crew with no DF's.. (Kaido a Yonko, wants a crew of entirely DF users.. while Shanks another Yonko probably has a crew that is known for having no DF users..)
Purin has a 3rd eye under that hair-do.. but Sanji would still smash.. guarantee..
But Sanji will ultimately choose his friends over any female at the end of the day.. Bros before h0es....
Carrot still a strong candidate for SH..
BB may have clashed with Lucci.. potentially leading to Lucci somehow telling Luffy "that man is even stronger than myself.." or something, hyping up BB even more.. maybe.. idk tbh..
But I'm glad that the Revolutionaries are on the move.. here's to hoping we see them crash the Reverie..
And why should that apply to every hybrid? You get around 50% genes from your mother and 50% genes from your father, however those genes are random. So that one hybrid would be able to breath under water and another not, is very well possible. It's not like we know anything about dominant/recessive genes in the OPverse. And this counts double for fishman genes as they are much more variated that human genes, at least in regards to outward appearances as explained by Pappug on FI.
Also in the link you just posted it says "may", which means it's not certain. He may be not be able to breath under water. He may not be as strong as a regular fishman. It's a possibility, not a confirmed fact and they use may because as a half fishman he's not going to have all the characteristics of one, but no one can really know what he can and can't do.
