Like the title states, what makes him a zoan? The fact his a lion-turtle isn't that just part of a minks design?

He's a Lion Mink who ate the Kame Kame No Mi, which lets him turn into a turtle. Minks are only ever one animal + Human.

He ate Turtle-turtle no mi so he's considered a zoan

The shell is just partial transformation, he most likely has other tricks. Turtles have strong jaws, combined with the teeth of a lion I can see him transforming his head as well.
