Sasuke has the tool, or to be precised he has 1 tool. Whether he is able to use all the abilities from that tool or not is still debatable. Or there is another scenario that if his skill is good enough to use the tool 100% effectively + all the evident that he has not able to use many tech in circumstance that it should be the best way to use it (like shinra tensei vs blades) - mean he doesnt have it or it is in another tool.

Did you ever see someone awaken dojutsu in 1 eye at a time. Your logic doesn't stem from anywhere. Have you seen vote 2, Sasuke only had the rinnegan for 1 hour tops and was able to do all that. In Gaiden sasuke and naruto were nerfed hardcore. Using shinra tensei? why didnt Sasuke just move Sarada out the way or use Susanoo. It was Plot nerf as usual.
