Can Sasuke use Rinne Tensei or CT with only one arm? Or does he need two?

I dont buy any words about "mastering a technique" here. Especially Sasuke fan used logic.

so there's nothing really stopping him from doing it

Lol not really. My wish was for Sasuke to have a personal sized susano'o armor packed with all the power of a giant sized one and for Sasuke to enhance his body with robotic strength to stand up to Sage Mode Physically. Otherwise him matching Naruto doesnt make a lick of sense.

I also wanted Naruto to learn more techs. None of my real wishes came true

Lol you should blame the author, he likes giving power-ups and then nerfing the characters for plot. Gives Hyuga ability to destroy chakra constructs > nerfs them to remain on Hinata's level. Gives Sasuke Amaerasu > nerfs him to only use it when he's inexperienced, nearly out of chakra or facing a godly being.

He even does it with the MC. Gives Naruto RSM > nerfs him to only use BSM. All the villains below JJ Madara are fodder now that him and Sasuke have Hagoromo's power.

Kishi doesn't have time to develop another villain as strong as them so he takes the easy route and nerfs the characters so it seems that trash like Toneri and Momoshiki are powerful when in reality even JJ Obito would shit on them.

Yes.. The jutsu comes from his eyes not his hands.. Once mastered, hand signs are not needed.
