The recent anime arc details the events leading up to the start of part 1 through Itachi's eyes. The plot is adapted from the recent novels which are part of the New Era Opening Project, which also contains the canon movies, The Scarlet Spring, the Mitsuki manga, and the upcoming Boruto manga.

imo the new material does a good job showing the dark and painful life Itachi suffered through not shying away from the gritty details and horrorific scenes that went into creating Itachi's emotional scars. If it comes down to wether or not it's "good enough to be considered canon" well I think it's reasonable to think it's as good as Kishimoto would have written it.

It's all upto perspective. Majority consider it noncanon, as it does not come from the original source, the manga.

Whenever a filler episode shows something that goes against the main source though, that's when it's considered non canon. For example, in one anime filler, Naruto was shown throwing his normal Rasengan. This obviously was shown to be impossible in the original source.

But if it's something like this, where the the plot of the fillers don't create inconsistencies and simply are made to give more background, then it can be considered canon to your own perspective.

It appears to be canon how it's set but it's just placed at the wrong time in the anime. If they were going to do this, then they should've put it in it's proper slot so that it went along with the original time fram.
I like the arc... but it should've been done long ago, not 2 years after the manga is over an on to the next gen that shouldn't have screen time yet cause the anime isn't done for anime only viewers.

but the data book also has some inconsistencies and it's considered 100% canon

you can not take feats into canon debate, just put it in filler section...
