No, you're wrong. Itachi was not the Leaf's immediate threat nor did they really care if he died or not. Sasuke left the village because of his lack of strength and because he wanted to get stronger to kill Itachi. He knew Oro had the power so he was his best way of accomplishing this.

MS, EMS dont require any training to awaken, the user just needs to get used to their jutsus, its the same for all the uchihas, thats the nature of the powerup, the earlier some of you understand that the better.

You can accept his implied training when there are almost no panels to prove so, why can't you accept when it is implied by both Sakura and Kakashi at one point in the manga that Oro experimented on Sasuke like a guinea pig and drugged him to enhance his skills without there being actual panels?

Itachi was an S rank ninja from the bingo book and maybe you do not know but all the villages try to bring back or eliminate rogue ninja's from their villages. I agree it was not top priority back then but does not mean he wasn't being kept on eye on. Jiraiya for example constantly monitoring the akatsuki activities.
They started searching for Itachi more seriously in order to bait Sasuke and bring him back which was all thanks to Naruto and Tsunade who didn't want to eliminate Sasuke as a missing nin.
Regarding Oro, Oro tempted Sasuke with promises of more and quick power and Sasuke being too jealous and butthurt over Naruto's superiority and in a hurry to gain power fast and beat Itachi took the bait.
