Exactly meaning that his genjutsu is not on par, same with 3 tomoe. Sasuke did not have good genjutsu with 3 tomoe and was nowhere near itachi even with his one finger genjutsu. Naruto would break his genjutsu because it would be weak.

Sakura/Tsunade made an assumption because of Sasuke's sudden growth, but that's not enough to be considered a fact, and the former for bashing Oro for this should be proof enough that he wasn't taking any extensive drugs.

Why not he can protest his dislike for the methods used by Oro, does not prove that he didn't allow Oro to experiment with him. Even Kakashi had commented that Sakura's poison kunai would be useless against Sasuke due to Oro making him immune to Tsunade's poisons. That's proof enough for me.
