Why didnt pain who had the rinnegan put v1 naruto in a genjutsu??? Because he couldnt, he didnt have a high enough level technique same with sasuke. If that was the case even when he rampaged and went 3 tails why didnt kakashi just put him in a genjutsu instead of using a chakra seal.
